Babylon was utterly destroyed: Israel after chastisement was delivered. in measure--literally, "with judgment," that is, moderation, not in the full rigor of justice (Jer 10:24; Jer 46:28; Psa 6:1; Isa 27:8). not . . . altogether unpunished-- (Exo 34:7).
